Job Title: Project Manager
Job Location: Tallahassee, FL (on-site)
Job Duration: Contract through June + annual extensions
Job Overview:

  • Prepare Program Management Plans and Project Management Plans within the timeframe specified by the Contract or Functional Manager. The Scope of Services must cover how the program will either be implemented or changed and controlled to ensure success. Submit the scope of services plan to the Department’s Contract Manager for approval.
  • Review the approved Program/Project Management Plan throughout the PO term. Send any changes to the Department’s Contract Manager or Functional Manager for review and approval prior to implementation. All changes must follow the change management plan process identified in the Project Management Plan. Update the Project Management Plan within the response time requested by the Department’s Contract Manager or Functional Manager.
  • Prepare Legislative Budget Requests (LBR), Statements of Work (SOW), Operational Work Plans (OWP), and similar documentation for assigned projects.
  • Prepare the Microsoft (MS) Project schedule or equivalent schedule. Submit the MS Project schedule or an equivalent schedule to the Department’s Contract Manager or Functional Manager for approval.
  • Review the project schedule regularly. Send any changes or risks to the Department’s Contract Manager or Functional Manager for review and approval prior to implementation. All changes must follow the change management plan process identified in the Project Management Plan. Maintain the Department approved project schedule(s), at a minimum, on a weekly basis and keep the Project Management Plan current.
  • Populate and maintain the RAID Log(s) throughout the PO term, and various other project documentation templates. Provide a copy of the RAID Log(s) to the Department’s Contract Manager upon request.

Required Experience:
1) Ability to communicate effectively (verbally and in writing) with Department staff.
2) Project Management Professional certification.
3) A minimum of ten (10) years of IT business/industry work experience.
4) A minimum of seven (7) years of project management experience.
5) Experience with Agile Methodologies.
6) A minimum of five (5) years of experience managing projects in accordance with PMI’s standards as presented in A Guide to the Project Management Body of Knowledge (PMBOK Guide).
7) A minimum of three (3) years developing program or project strategy, business cases, and enterprise-wide program/project plans.
8) A minimum of three (3) years of experience managing large, cross-divisional, and cross-functional software development programs/projects.
Preferred Experience:
1) Experience leading custom software development projects, and Microsoft Dynamics 365 or Microsoft
Power Platform development programs/projects.
2) Experience leading cloud solution development programs/projects leveraging other low/no-code platforms.
3) Experience communicating with IT leadership and business leadership.
4) Experience facilitating requirements gathering and Joint Application Design sessions.
5) Experience preparing Legislative Budget Requests (LBR), Statements of Work (SOW), and
Operational Work Plans (OWP).
6) Experience with State Purchasing rules, processes, and documentation.
7) Experience with Information Technology purchasing processes and practices.
8) Experience managing documentation in MS SharePoint.
9) Experience managing projects for a state of Florida Information Technology PMO; and
10) Experience creating a Solution Definition Framework or ISDM
