Job Title: Business Analyst

Location: Wenatchee, WA 98801 (25% remote)

Duration: 3-5 Years

We are actively seeking an experienced business analyst who has mastered the art and science of planning, managing, and executing business analysis activities throughout the end-to-end project lifecycle.

This person has the ability to obtain a 3-5 year long project with 25% of it being remote.
When onsite they will pay for expenses for non local. They must also be willing and able to facilitate and lead discovery sessions onsite, particularly during August 25 – September 26, which is a non-negotiable requirement as it kicks off the program’s critical current and future state mapping work.

A second onsite visit will be required for one flexible week between September 22 – October 24. When they are onsite they need to be there Monday AM and through Friday at noon.

This includes facilitating discovery workshops, defining the scope, requirements, prioritization, conducting research and analysis sessions, creating and validating workflow models, capturing current state, and defining the future state. Our business analysts are a critical bridge between the business and operational teams we have the honor to serve and our technical teams. They are adept at leading targeted discovery sessions, extracting requirements, and translating business needs into fully qualified user stories. More importantly, they are a critical member of our PMO team, providing collaborative guidance and support to the cross functional teams throughout the end-to-end project delivery cycle.

Functions/Responsibilities:

  • You will work with business users to define and document business cases for IT project requests, including clear definition of business needs, alignment to strategic objectives, benefits, and KPIs.
  • You will form and effectively lead cross-functional teams across multiple business processes in partnership with the PMO.
  • You will plan, lead, and execute discovery meeting targeted with gathering requirements from a diverse population of business users.
  • You will work with cross functional customers to understand their business needs and how emerging needs may impact established product or operational roadmaps.
  • You will collect, analyze, data and documents to augment and integrate requirements from multiple process owners.
  • You will perform impact analyses when project change requests are initiated by your business users.
  • You will perform cost/benefit analyses and business process re-engineering activities (workflow diagraming, gap analysis, etc.) where required.
  • You will prepare cost/benefit analyses for potential solutions to address business needs.
  • You will influence, negotiate, and act as a change agent with a diverse audience for complex process improvements.
  • You will partner with the PMO to develop strategies for improving operational efficiency at every stage of the project.
  • You will collaborate with internal teams, business stakeholders, and external partners daily!
  • You will utilize data analysis tools to analyze trends and identify opportunities.
  • You will provide guidance and support to other business analysts on the team to establish a BA COE.
  • You will provide analytical services as needed for enhancement/maintenance projects.
  • You will draw on collective knowledge of project management to diagnose problems, design effective solutions, and accelerate success.
  • You will conduct business requirements review, coordinate testing schedules, and assists in the preparation of test scripts for user acceptance testing.
  • You will participate in feasibility studies, vendor selections, and proposals for evaluation by appropriate key stakeholders.
  • You will support the transition from traditional documentation standards to evolving data and information management standards by entering and modifying process data to fit the standards.
  • Coordinates and conducts reviews, assessments, and audits of business process documentation, as required.
  • You will develop and maintain tools, templates, standards, and reports to support Business Analyst functions across the District.

Required Qualifications:

  • Bachelor’s degree in Business Administration, Computer Science, or a related field.
  • 5+ years of experience leading discovery sessions where you extract and translate users’ requests into effective, functional/non-functional, and technical specifications, objective requirements, and fully qualified user stories.
  • 4+ experience executing progressively more complex business analyses within an information technology environment including scope definition, requirements gathering, performing cost/benefit analysis on varying solutions, and business process re-engineering.

  • Demonstrated experience with a variety of research and analysis techniques, ideally including a mix of both quantitative and qualitative methods for understanding and documenting end-user and business owner requirements and the conversion to fully qualified user stories.
  • Strong ability to lead targeted discovery sessions with business users.
  • Demonstrated ability to support and participate in cross-functional, cross organizational, work groups to implement projects, programs and support positive organizational change.
  • Working knowledge of various software development frameworks (e.g. Waterfall, Agile, SAFe, and Kanban).
  • Proficient in data analysis and reporting tools. Excellent communication and problem-solving skills.
  • Strong organizational, analytical, and critical thinking skills.
  • Knowledge of project management principles and best practices.
  • Demonstrated knowledge of the industry standard Business Analyst best practices (e.g., IIBA BABOK).
  • Ability to apply financial concepts such as Total Cost of Ownership (TCO) and Return on Investment (ROI) in practice.
  • Experience developing traceability matrixes from requirements and assisting with user acceptance testing
