Job Title: Sr. Project Manager for FLAIR
Job Location: Tallahassee, FL (on-site)
Job Duration: 7-month contract + 12 month extension
Job Overview:

  • Manage all aspects of the implementation of PALM across the enterprise with little to no downtime.
  • Manage all aspects of the integration of PALM across all programs of the Department.
  • Integration management: Developing a project management plan; directing and managing all work for the project; monitoring and controlling the project work and managing any necessary changes; facilitates cooperation and motivates team members to accomplish group goals.
  • Scope management: Defining and managing scope, creating a work breakdown structure (WBS), and requirements; validating and controlling the scope of the project.
  • Time management: Planning, defining, and developing schedules, activities, estimating resources and activity durations; monitor the progress of a project; compare actual performance against planned/scheduled performance; adjusts schedule / resources to ensure that key milestones are reached.
  • Cost management: Planning and estimating costs and determining budgets; managing the project’s budget; identifying, planning, and coordinating required procurements.
  • Quality management: Planning and identifying quality requirements; performing all aspects of managing quality; controlling the quality of deliverables.
  • Human Resource management: Planning and identifying human resource needs; selecting, developing, managing, and coordinating a project team made up of multiple programs within Department staff and Vendor staff.
  • Communications management: Planning and managing all aspects of project communications; define the content and the format of project communications / reports based on information requirements of specific stakeholders or groups; ensure appropriate documentation is created/updated throughout the project processes; provide knowledge transfer to technical and non-technical staff as needed.
  • Risk management: Planning for and identifying potential risks; performing qualitative and quantitative risk analysis; planning risk mitigation strategies; implementing and managing mitigation strategies.
  • Stakeholder management: Coordinating and maintaining stakeholders from a variety of internal and external entities and the public; planning and managing stakeholder expectations.
  • Managing the project(s) in accordance with the requirements the Florida Information Technology Project Management and Oversight Standards – Rules 60GG-1.001 through 60GG-1.009, F.A.C. Providing all documentation required.
  • Follow all Department, ISP, and team defined standards and procedures.
  • Performs other related duties, as required.

Required Experience:

  • PMP Certification
  • Experience managing IT projects (7 or more years)
  • Experience in FLAIR or other Financial Systems infrastructure (7 or more years)

Preferred Experience:

  • Knowledge of / Experience with implementation of PALM System
  • Proven ability to complete projects according to outlined scope, budget, and timeline.

    • Knowledge of ISO / IEC 20000 Information Technology Service Management
    • Knowledge of MS Office Suite.
    • Knowledge of Microfocus PPM.
  • Experience / knowledge of a wide range of information technology.
    • Experience with PALM planning or implementation.
    • Experience with FLAIR or other financial system technologies.
    • Knowledge/experience of all aspects of FLAIR including Chart of Accounts.
    • Experience working with developers remediating / replacing parts of Agency Business Systems.
    • Experience with Visio diagrams for process flow documentation.
    • Experience with Smartsheet.
    • Experience with Microsoft Office 365.
